For example, typing arts day without quotation marks could potentially retrieve all items that mentions arts, all items that mention day, as well as all items about arts day. This could lead to results that seem to have nothing to do with your topic.
For best results, use quotes. For example: "arts day", "arts day" and Connecticut, or "arts day" and "southeastern Connecticut".
